The Burst Index for a given day, is definded as the Average International Inbound Flow during the Peak Period expressed as a proportion of the International CIR, where the Peak Period is taken to be between the hours of 10:00 and 16:00. Since the Maximum International Inbound flow is limited to twice the CIR, the Burst Index will range between the values 0 and 2.
